The DoD Small Business and Technology Partnerships Office is pleased to announce the Defense SBIR/STTR Innovation Portal (DSIP), the new Website for DoD SBIR/STTR Proposal Submissions.

In the coming weeks, the current DoD SBIR/STTR Submissions Website will be decommissioned, and the new Defense SBIR/STTR Innovation Portal (DSIP) will take its place. DSIP features a new look and feel and will provide new and more user-friendly functionality. This announcement is the first of several communications to keep you informed of the changes and the impact this transition will have on the DoD SBIR/STTR proposal submission process. Please read the below information for details and training opportunities. 

 

Transition Details

The current DoD SBIR/STTR Submissions Website will be taken offline at 5:00 p.m. Eastern Standard Time on November 22, 2019, and SBIR/STTR proposals can no longer be submitted. The new Defense SBIR/STTR Innovation Portal (DSIP) will be brought online December 10, 2019 at 9:00 a.m. Eastern Standard Time.

During this offline time period, the DoD SBIR/STTR Program will not be accepting any proposal submissions via the Submissions Portal. If your Phase II proposal submission deadline is during the downtime, please contact the sponsoring organization, or our Help Desk at 1-800-348-0787, [email protected].  

 

New Proposal Submissions System

The new DSIP Proposal Submissions Website will have a new look and feel, intuitive navigation, and a streamlined dashboard for you to easily see your proposals in one place.

 

Submissions Training Webinars

We will be hosting two training webinar sessions and posting help materials to guide you through the new process. We encourage you to participate in the training webinars for an opportunity to become familiar with DSIP, learn about the changes to the process, and ask questions. 

 

Stay Informed

We understand change can be challenging, and we appreciate your patience as we go through this transition period. We will continue to provide updates on the transition and the upcoming training opportunities, so please keep an eye out for emails from [email protected], to stay informed.

 

Impact to BAAs

Please see below for the impact that this transition period will have on the upcoming Broad Agency Announcements (BAAs) and the Phase II Proposal process. 

Upcoming BAAs:

The 20.1 SBIR and 20.A STTR BAAs will open for pre-release on the current DoD Submissions Website on December 10, 2019. DSIP will begin accepting proposal submissions on January 14, 2020. You are highly encouraged to participate in the training webinars to prepare yourself for submitting a proposal to these BAAs. 

20.1 SBIR and 20.A STTR Dates:

  • Pre-Release begins December 10, 2019
  • Announcement opens January 14, 2020
  • Announcement closes February 12, 2020

Phase II Proposals: 

Please read below for important changes to the Phase II proposal process during this transition. 

  • From November 22 until December 10, no new Phase II proposals may be started in the current DoD Submissions Website.
  • If your Phase II proposal submission deadline is during the downtime, please contact the sponsoring organization, or our Help Desk at 1-800-348-0787 or[email protected]

 

SITIS Updates

The SBIR/STTR Interactive Topic Information System (SITIS), will remain active during the pre-release period to submit and view questions and answers related to the topics published in the 20.1 SBIR and 20.A STTR announcement periods. You can continue to access SITIS at https://sbir.defensebusiness.org.

Please note that if you are not a returning user, you will have to register in SITIS, as this is a separate system from the Proposal Submissions system.

 

URL Changes

The new Defense SBIR/STTR Innovation Portal will also have a new URL. Starting December 10, the Proposal Submissions log in page will be located at a new website. We will send out the new URL and reminder emails when this new website goes live.

Please note: SITIS, the BAA instructions and the Topic Search will remain available on https://sbir.defensebusiness.org/ until further notice.
