Dr. Howard K. Osborne is a retired United States Air Force Lieutenant Colonel with over 20 years of active duty service which culminated with leading the planning and implementation of a Shared Services organization that delivered the largest transformation in Air Force Financial Management history.

Following his retirement from the Air Force, Dr. Osborne continued to serve in leadership roles in civilian federal agencies and the private sector.  Most recently, he served in the Senior Executive Service as the Chief Financial Officer for the U.S. Nuclear Regulatory Commission which followed his role as an Associate Partner with IBM’s Global Business Services, Federal Enterprise Strategy Practice. Howard joined IBM in January 2019 after serving in the Senior Executive Service at the U.S. Environmental Protection Agency as the Associate Chief Financial Officer. Prior to that, Dr. Osborne served as the Comptroller and the Director of Financing Operations at Bureau of the Fiscal Service, Department of the Treasury.

Dr. Osborne earned a Bachelor of Science in Economics from Grambling State University, Masters Degrees from Air University and Troy University, and Doctor of Business Administration from Drexel University.
