Madiha D. Latif

Acting Under Secretary of Commerce for Minority Business Development

Madiha Latif serves as the Acting Under Secretary and career head of the Minority Business Development Agency (MBDA), where she leads the only federal agency dedicated to promoting the growth, competitiveness, and economic success of minority business enterprises (MBEs). In this role, she oversees MBDA’s national strategy, programs, and initiatives to enhance business development and economic opportunities for MBEs across the country.

With over two decades of experience in both the private and public sectors, Madiha has a proven track record of leading large-scale operations and delivering impactful results. Most recently, she served as the Deputy Assistant Commissioner for Revenue Collections within the Bureau of the Fiscal Service at the U.S. Department of the Treasury, where she oversaw systems responsible for collecting over $5.4 trillion in Tax and non-tax federal revenues annually.

Before her civilian federal service, Madiha served in the U.S. Army, where she gained valuable leadership, operational, and logistical expertise. Her military background informs her results-driven approach and ability to navigate complex environments with discipline and efficiency.

Madiha holds an Executive Master of Business Administration (EMBA) from the University of Maryland, a Bachelor of Science in Financial Management from University of Phoenix, and an Executive Certificate in Public Leadership from Harvard Kennedy School. Throughout her career, she has been passionate about empowering individuals and teams to reach their full potential. At MBDA, she is committed to fostering collaboration with stakeholders, supporting the success of socially and economically underserved entrepreneurs and creating opportunities that drive sustainable economic growth. Madiha believes that economic success begins with investing in people and partnerships, and she is dedicated to advancing MBDA’s mission with a people-first approach to leadership and innovation.
